I do not know of any city or say that gives free divorces. You can sometimes find divorce documents for free however the say requires you to file them through the courthouse which costs money, a fee usually ranging from $ 150 and up.
This does not change even if he’s in jail. You would file and serve him papers just like if he was not incarcerated.
